RockMan.Exe is about a Internet Navigator and his Operator, Netto Hikari.

Internet Navigator's live inside a thing called a PErsonal Terminal, Also known as a P.E.T. Everyone has one and if you don't then you must be a moron.
Internet Navigators (NetNavis) are the usual guidance and helpers of the year 200X, they help with your homework, with computer viruses and even personal problems.

Now the year 200X isn't all about laziness and letting the NetNavi do the work, Oh no no no!
There are these clubs that are trying to talk over the world, NetNavis and Humans both! And it's up to Netto Hikari and RockMan to save the day, but of course they need help. You can't that much pressure on an 11-year-old boy!
